Proposals for Baseline and Endline Surveys in Recovery Districts under Sajhedari Bikaas Project
Sajhedari Bikaas (SB) is a five-year, USAID-funded project aimed at empowering communities to direct their own development. Tendersontime, a leading business information provider is the first agency to report this notification.
SB is specifically designed to offer sustainable, locally appropriate development solutions while maintaining the programmatic flexibility necessary to quickly respond within a dynamic operating environment. The program approach brings together an effective combination of strategic interventions. These include 1) improving the enabling environment by addressing the causes of conflict and providing more effective short-term resolution mechanisms, 2) strengthening inclusion and participation of communities and marginalized groups in local planning processes, 3) supporting the economic empowerment of marginalized groups, and 4) strengthening more accountable and transparent local government.
SB is now working in 6 recovery districts and is soliciting firms to conduct a baseline and endline survey in these Recovery districts.
Sajhedari Bikaas (SB) is a five-year project, initially planned and executed in six Mid and Far Western districts of Nepal: Dang, Banke, Bardiya, Surkhet, Kailali and Kanchanpur districts since December 2012. Initially intended to cover fifty percent of the Village Development Committees (VDCs) of these districts, the project was implemented in 58 VDC during Phase I, and an additional 44 VDCs during phase II.
Following the earthquakes of 25 April and 12 May 2015, and the conclusion of the subsequent emergency relief support period, USAID requested SB to extend expand its activities to six highly affected earthquake districts: Gorkha and Lamjung of Western Development Region; and Dhading, Makwanpur, Dolakha and Ramechhap of Central Development Region.
SB, in response to USAID’s request, prepared and submitted a concept paper whose main finding was that that affected communities would require significant support to rebuild or refurbish damaged or destroyed small-scale infrastructure (SSI) such as water taps, latrines, feeder roads/trails, schools, and health posts. Pact, therefore, is drawing on the core strengths of Sajhedari Bikaas to provide a quality, medium-term response to this need by extending strategic elements of its ongoing USAID program into the six selected districts over a 24-month period.
A total of 108 working VDCs have been selected in the six districts, as well as six district level implementing NGO partners. SB Cluster offices have been established in both Anbu Khaireni (covering Gorkha, Lamjung, Dhading, and Makwanpur), and Charikot (covering Dolakha and Ramechhap). Ongoing fuel shortages and political turmoil in Nepal’s southern Terai regain have, nevertheless, delayed full-scale implementation of SB’s planned recovery work.
